มาตรฐาน IEC คืออะไร
มาตรฐาน IEC ( มาตรฐานสาขาอิเล็กทรอเทคนิกส์ระดับสากล )
IEC ย่อมาจาก International Electro technical Commission ซึ่งเป็นหน่วยงานคณะกรรมาธิการระหว่างประเทศว่าด้วยมาตรฐานสาขาอิเล็กทรอเทคนิกส์ เป็นองค์กรอิสระที่เริ่มก่อตั้งขึ้นเมื่อ พ.ศ. 2449 โดยมีวัตถุประสงค์เพื่อจัดทำมาตรฐานระหว่างประเทศ ทางด้านไฟฟ้า อิเล็กทรอนิกส์ และเทคโนโลยีที่เกี่ยวข้อง นอกจากนั้นยังดำเนินการจัดทำระบบการตรวจประเมิน เพื่อการรับรองคุณภาพให้กับมาตรฐานของ IEC เพื่อเป็นเครื่องมือในการอำนวยความสะดวกทางการค้าระหว่างประเทศ การเป็นสมาชิก IEC จะต้องมีการจัดตั้งคณะกรรมการแห่งชาติของประเทศ แต่ละประเทศจะมีคณะกรรมการแห่งชาติได้เพียงคณะเดียว
สมาชิกของ IEC
แบ่งออกเป็น 2 ประเภท คือ
• 1. สมาชิกสมบูรณ์ (Full member)
มีสิทธิเข้าร่วมกำหนดมาตรฐาน และเข้าร่วมกิจกรรมต่างๆ อย่างเต็มที่
• 2. สมาชิกสมทบ (Associate member)
มีสิทธิได้รับข้อมูลข่าวสารความเคลื่อนไหวของ IEC แต่มีสิทธิจำกัด ในการเข้าร่วมกิจกรรม
ประเทศที่ยังไม่มีการจัดตั้งคณะกรรมการแห่งชาติ อาจสมัครเป็นสมาชิกประเภท Pre-Associate member ซึ่งจะ ได้รับความช่วยเหลือในการจัดตั้งคณะกรรมการแห่งชาติ เพื่อให้สามารถเลื่อนเป็น Associate member ได้ต่อไป
โครงสร้างของ IEC
องค์ประกอบของ IEC ได้แก่
• คณะมนตรี (Council)
• คณะกรรมการบริหารของคณะมนตรี (Council Board)
• คณะกรรมการจัดการด้านการมาตรฐาน (Standardization Management Board)
• คณะกรรมการกลยุทธ์ทางการตลาด (Market Strategy Board – MSB)
• คณะกรรมการด้านการตรวจสอบรับรอง (Conformity Assessment Board)
• คณะกรรมการบริหาร (Executive Committee)
• คณะกรรมการวิชาการ (Technical Committee)
• สำนักงานกลาง (Central Office)
บทบาทของประเทศไทยกับ IEC
ประเทศไทยสมัครเป็นสมาชิกของ IEC ประเภทสมาชิกสมบูรณ์ ตั้งแต่ พ.ศ. 2534 โดยมีคณะกรรมการแห่งชาติ ว่าด้วยมาตรฐานเทคนิคทางไฟฟ้าระหว่างประเทศ (กมฟท.) ซึ่งแต่งตั้งโดยมติคณะรัฐมนตรีเป็นคณะกรรมการกำหนดนโยบายการเข้าร่วมกิจกรรมกับ IEC ในการเข้าร่วมกำหนดมาตรฐาน IEC ประเทศไทยได้สมัครเป็นสมาชิกประเภทร่วมทำงาน (P-member) ใน คณะกรรมการวิชาการและคณะอนุกรรมการวิชาการ รวม 21 คณะ และเป็นสมาชิกประเภทสังเกตการณ์ (O-member) รวม 56 คณะ
นอกจากนี้ ประเทศไทยเข้าร่วมเป็นสมาชิกระบบการตรวจสอบและรับรองบริภัณฑ์เทคนิคไฟฟ้าและชิ้นส่วนของ IEC (IEC System of Conformity assessment Schemes for Electro technical Equipment and Components – IECEE) โดยมี สมอ. เป็นหน่วยรับรอง (National Certification Body - NCB) และสถาบันไฟฟ้าและอิเล็กทรอนิกส์ (สฟอ.) เป็นหน่วยทดสอบ (CB Testing Laboratory - CBTL) ของ IECEE โดยปัจจุบันได้เข้าร่วม ในขอบข่ายผลิตภัณฑ์เครื่องซักผ้า เครื่องปั่นสลัด และตู้เย็น
ข้อดีของการมีมาตรฐานร่วมกันคือ จะทำให้การออกแบบ การผลิต การใช้งานอุปกรณ์ไฟฟ้าและอิเลคทรอนิคส์ไปในทิศทางเดียวกัน ซึ่งจะช่วยอำนวยความสะดวกในทางการค้า และขจัดการกีดกันทางการค้าที่มาในรูปแบบของข้อกำหนดมาตรฐานต่างๆ

ดังนี้จึงเห็นได้ว่า IEC เป็นมาตรฐานอ้างอิง ที่วิศวกรไฟฟ้าทุกคน จำเป็นต้องเรียนรู้ สำหรับประเทศไทยมาตรฐานนี้จะมีบทบาทเพิ่มขึ้นเรื่อยๆ โดยในขณะนี้ IEC มีสมาชิกเกือยทุกประเทศในโลก โดยเฉพาะอย่างยิ่ง ที่ได้รับการร่วมมือและการผลักดันจาก ISO ( International Standards Organization ) ซึ่งเป็นองค์การเพื่อส่งเสริมการกำหนดมาตรฐานระหว่างประเทศ จึงทำให้ความสำคัญของ IEC มากขึ้นเป็นเท่าทวีคูณ
